WHY USE A COMMISSIONER FOR OATHS

In short, to avail of necessary, professional services

  • Firstly, if making evidence by Affidavit for court proceedings
  • Or if making an Affirmation, Attestation, Declaration, or Acknowledgement
  • And for situations involving document registration, including 
    • Ownership dealings
    • Property transfers
    • Company matters
    • Other transactions

DUTIES OF A COMMISSIONER FOR OATHS

These are varied, and will include

  • Noting evidence to be in written format 
  • Checking that persons are familiar with content
  • As well as ensuring correct procedures 
  • While completing a ‘Jurat’, to verify proper swearing or affirming

WHAT SERVICES DO I OFFER

Firstly, I offer services 

Secondly, services offered include

  • Stamping documentation
  • As well as verifying Affidavits (being written statements sworn/affirmed, for court)
  • Also Declarations (written statements of facts, as declared true and signed)
  • Besides witnessing documentation, such as 
    • Passport applications
    • Or immigration forms
    • And employment or educational documents
  • Additionally I deal with many other forms and documents (see Forms)
  • And certify copy documents to be true copies of originals
  • If you are swearing documents, I can provide the following
    • Christianity: New Jerusalem Bible or Holy Bible (King James Version)
    • Islam: Koran
    • Judaism: Bible (Old Testament)
    • Hinduism: Bhagavad Gita
    • Buddhism: Dhammapada
    • Note: non-religious persons can affirm, rather than swear

Thirdly, I provide ‘all-in services’, such as 

  • Office facilities (at my premises, or by mobile office), to include
    • Printing, photocopying, scanning, emailing
  • Or stationery, such as 
    • Postage stamps, envelopes and paper
  • As well as blank forms
    • A selection is available
  • And posting documents 
    • I can arrange to post documents on your behalf (when appropriate)
    • This includes posting by ordinary, certified or registered post
  • In addition, a hand delivery service is available, as
    • I can arrange to hand deliver documents for you (when appropriate)
    • Area covered includes Cork city and county (see map below)

COMMISSIONER FOR OATHS FEES

As per the Rules of the Superior Courts (Fees Payable to Commissioners for Oaths), 2003 

  • Taking an Affidavit, Affirmation or Declaration – €10 each
  • Marking exhibits – €2 each, to a maximum of €30
  • Attesting execution of a bond – €10 each

Details of my additional fees, costs and charges are as follows

  • For certifying a copy document as a true copy of an original – €10 each
  • To use office facilities (at my premises, or mobile office), such as
    • Printing, scanning, photocopying, or emailing – €10 per transaction
  • Availing of stationery, including
    • Postage stamps – provided at cost price
    • Envelopes – charged at 50c each
    • Paper – charged at 10c per sheet, to a maximum of €1
  • Availing of blank forms
    • Hard copies, if to hand, are provided at no cost
    • If printed – 10c per sheet, to a maximum of €1
  • In addition, when posting documents on your behalf (when appropriate)
    • By ordinary post – €10 fee per transaction
    • Or by certified post – €12 fee per transaction
    • And by registered post – €12 fee per transaction, plus the registration cost
  • As well as hand delivering documents on your behalf (when appropriate)
    • Documents can be delivered within Cork city and county
    • The distance involved will determine the fee 
    • Providing Eircode details will allow for an exact calculation

IMPORTANT – WHAT YOU MUST DO

  • Attend our appointment, and sign in person
  • Bring Photo ID, which must be one of the following:
    • A valid passport issued by/on behalf of a Government recognised authority, or
    • National Identity Card issued by authorities of
      • An EU Member State, or
      • The Swiss Confederation, or
      • A Contracting Party to the EEA Agreement, or
    • Document equivalent to a passport
      • Being issued by/on behalf of a Government recognised authority
      • While establishing a person’s identity and nationality, or
    • Travel document issued by the Minister for Justice (s4 of the Refugee Act 1996), or
    • Travel document issued by a State
      • Thus providing the holder with a document in lieu of a national passport
  • Furthermore, as regards documents to be signed
    • Bring the entire document, not just the part(s) to be signed
    • And complete documents in advance, to the best of your ability
      • Otherwise a charge may be incurred for additional time spent
      • However, do not complete the section to be signed/sworn/declared
      • If unsure, CONTACT ME beforehand
    • To certify documents as true copies, you must also bring the original 
  • Note – certain Affidavits can be sworn by video conference

EQUALLY IMPORTANT – MY ROLE AND ITS LIMITS

  • Doug Lucey, Commissioner for Oaths, will not discuss or explain any of the following
    • The contents, meaning or consequences of any documents
    • And whether or not you should sign documents
    • Because these are matters for discussion/decision with your legal and/or other advisers
    • Furthermore, such discussion/decision must take place in advance of our appointment
  • Therefore, Doug Lucey’s role, as a Commissioner for Oaths, extends to
    • Verifying your identity and details
    • As well as establishing that you have read and are familiar with documents
    • And seeking confirmation that the information you provide is correct
    • While requiring that you swear/affirm/sign document(s) in my presence
    • And ensuring that correct procedures are followed
